The United Kingdom and France Will Dispatch Forces to Ukraine should a Ceasefire Accord is Reached

Placeholder Diplomatic Meeting

The London and Paris have formalized a memorandum of understanding concerning the deployment of armed personnel in Ukraine in the event a peace agreement be concluded with Russia, the UK Prime Minister, Starmer, has declared.

Following negotiations with allied nations in Paris, he indicated that the UK and France would "create operational bases in various parts of Ukraine and build secure installations for military hardware and military equipment" to prevent any future invasion.

The coalition members also put forward that the United States would play the primary role in verifying a halt in hostilities.

The Kremlin has repeatedly warned that any external forces in Ukraine would be considered a "acceptable aim", but has so far not issued a statement on this recent announcement.

Context and Ongoing Conflict

Russian President Vladimir Putin initiated a comprehensive attack of Ukraine in February 2022, and Russia presently controls about 20% of the country's land.

"This represents an essential component of our pledge to stand with Ukraine for the foreseeable future," remarked the British leader.

Heads of state and top officials from the "Allied Coalition" participated in Tuesday's talks.

Speaking at a joint press conference, Starmer further said: "It creates the pathway for the operational parameters under which allied and coalition forces could function on Ukraine's territory, securing Ukraine's air and maritime domains, and rebuilding Ukraine's defense capabilities for the years ahead."

The British leader went on to say that the UK would take part in any American-headed monitoring of a possible truce.

Protection Pledges and Diplomatic Positions

Top American diplomat Steve Witkoff remarked that "durable safety pledges and robust economic promises are vital to a permanent resolution" in Ukraine – alluding to a central condition made by Ukraine.

Witkoff indicated the allies had "substantially agreed on" their work on agreeing such assurances "to ensure the people of Ukraine know that when this war ends, it ends for good."

Donald Trump's son-in-law, ex-President Donald Trump's advisor, also was involved in the discussions.

Separately, President Macron Emmanuel Macron declared that Ukraine's allies had made "major headway" at the meeting.

He noted that "strong" defense assurances for the Ukrainian government had been agreed in the instance of a possible ceasefire.

Ukraine's leader Volodymyr Zelensky stated that a "significant advance" had been made in the talks, but added that he would only deem efforts to be "enough" if they resulted in the cessation of the fighting.

Last week, the Ukrainian leader said a peace deal was "mostly finalized". Agreeing on the last 10% would "shape the future of the peace, the destiny of Ukraine and Europe".

Remaining Challenges

  • Territory and defense assurances have been at the heart of ongoing disputes for the parties involved.
  • Moscow has repeatedly warned that Ukraine's forces must withdraw from all of Ukraine's eastern Donbas or Russia will seize it, refusing any concession over how to end the war.
  • The Ukrainian President has so far rejected giving up any land, but has suggested that Ukraine could move its forces to an designated point – but only if Russia does the same.

Russian forces presently occupies about 75% of the Donetsk region and around 99% of the neighbouring Luhansk region. The two regions form the area of Donbas.

The original US-led comprehensive framework that was widely leaked to the media last year was viewed by Kyiv and its European allies as being disproportionately favorable in Moscow's direction.

This triggered a period of high-level negotiations – with Ukraine, the US and European leaders trying to amend the document.

Last month, Ukraine submitted the US an updated framework – as well as separate documents outlining potential security guarantees and arrangements for Ukraine's rebuilding, he said.
